Digging in Your Yard: The Free Call That Comes First

We planted a redbud in the front yard last spring. The hole was two feet across and knee-deep, which by any measure is a small job, and it never crossed my mind to call anyone about it. A neighbor mentioned 811 while I was still pacing out where the tree should go, and I remember assuming that was something contractors did before breaking ground on an addition. It's free, it takes about ten minutes, and it exists precisely for redbud-sized projects. What surprised me more was the second half of the story: there's a category of buried wire on a residential lot that the 811 process is not designed to find, and it tends to be the wire closest to where a homeowner is standing with a shovel.

What the call actually sets in motion

811 is a three-digit number the Federal Communications Commission designated back in 2005 so that every state's dig-notification system could share one easy number instead of dozens of local ones. Dialing it, or filing the same request online, routes you to your state's one-call notification center. You describe the address and the area you plan to dig in, and the center passes that ticket to every member utility with buried facilities registered in that area — the Common Ground Alliance, which runs the national campaign, notes that a typical request reaches somewhere between seven and eight operators. Each of those operators then sends someone to spray paint and plant flags showing roughly where their lines run, or reports back that they have nothing buried there.

None of that costs anything. What it costs is lead time, and the amount is set by state law rather than by the utility's convenience — commonly two to three business days. Washington's Utilities and Transportation Commission, for instance, tells homeowners to call at least two business days before you plan on digging. The campaign's own homeowner guidance frames the whole process as five steps: notify, wait, confirm, respect, dig carefully. The step people skip is confirm. Seeing the first paint appear in the grass is not the same as every notified operator having answered, and a yard with gas marked but electric still pending is a yard that isn't cleared yet.

The paint on your lawn is a fixed code

Locate marks look improvised, but the colors are a national standard — the American Public Works Association uniform color code — and reading them takes about five seconds. Red means electric: power lines, conduit, and lighting cables. Yellow is gas, oil, or steam. Orange is communications, alarm, and signal lines, which today mostly means fiber and cable. Blue is drinking water, green is sewer and drain, and purple is reclaimed or irrigation water. Two more show up before the work starts rather than during it: pink marks temporary survey points, and white outlines the area you intend to excavate.

That last one is worth doing yourself. Outlining your dig area in white — chalk, flour, or marking paint — is called white lining, and it tells the locator where to concentrate instead of guessing from a description typed into a form.

The buried wire nobody comes to mark

Here's the gap that surprised me. The operators notified by your ticket mark what they own, and their ownership generally stops where service enters your property. Everything past that point is a private facility, and Washington's commission states the consequence plainly: some underground lines in your work area may not be utility-owned, and those private facilities will not be marked by public utility companies.

On a typical lot that list is long. The feed to a detached garage, shed, or workshop. The circuit running out to a pool pump, a pond aerator, or a well. Low-voltage landscape lighting, which sits shallow enough that an edging spade reaches it easily. An invisible pet fence loop. The gas line somebody ran to a grill or fire pit off the meter. Irrigation valves and septic components. These are homeowner-installed or contractor-installed lines on the customer side of the meter, and they are almost always buried in exactly the parts of a yard where people plant, fence, and trench.

The fix is separate but simple: hire a private locator, or ask the electrician who did the original work where it runs. Every buried circuit you can document is one you don't have to rediscover with a shovel.

Good to Know Locate marks have a shelf life. Tickets stay valid for a defined window that varies by state, and paint gets mowed off, rained out, and faded well before a slow weekend project finishes. Photograph the marks the day they appear, with something fixed in frame — a corner of the house, a fence post — so you can re-establish the line later. If the job runs past the ticket's window, request the locate again rather than trusting a stripe you can barely see.

What digging carefully specifically means

The marks tell you approximately where a line runs horizontally. They do not tell you how deep it is, and depth is the number people quietly assume. Original burial depth is a starting point that erosion, regrading, driveway work, and decades of settling all get a vote on, so a cable installed at two feet may now sit at eight inches. That's why the guidance is framed as a zone rather than a line: the campaign's homeowner page advises against digging on top of or within eighteen to twenty-four inches of a mark, and Washington's rule is that within two feet of the marked area you use small hand tools, like a garden trowel, to expose the line carefully.

Powered equipment is where this gets serious. An auger for fence posts, a rented trencher, or a tiller run along a bed against the house all reach a cable faster than you can react. If your project requires machinery inside a tolerance zone, call the one-call center back and ask rather than eyeballing it.

Your own service lateral is down there too

If your house is fed underground rather than from an overhead drop, the conductors running from the transformer or pedestal to your meter carry the full service, and where the utility's responsibility ends and yours begins is worth understanding before you dig near it — the subject of a separate piece on the service point. That lateral is the highest-consequence thing buried on most residential lots, and it is one of the things an 811 ticket exists to mark.

The federal pipeline safety office also makes the money side clear for anyone tempted to skip the call: damage the line and you can be held liable for repair costs, along with potential penalties.

If the shovel finds something first

Stop digging and leave it exactly as it is. Don't tug on it to see what it is, don't wrap it in tape, and don't push soil back over it to deal with later. Move people and pets away from the excavation, and if there's any arcing, smoke, sparking, hissing, or a smell of gas, get everyone well clear and call 911 before anything else. Then call the utility's emergency number and report the damage through your 811 center.

The part worth internalizing is that a nick counts. A cable whose outer jacket got scraped may keep working for months while water finds its way into the damage, and a conductor that's been partially cut can still be fully energized with nothing visible to show for it. Damage that didn't cause an outage still gets reported and still gets inspected by the people who own the line — not patched by whoever was holding the shovel.

Call a Pro Anything electrical on the private side of the meter belongs to a licensed electrician: locating and evaluating a buried circuit that feeds a garage or pool, assessing a cable your shovel grazed, or running a new outdoor circuit. Buried wiring has its own rules about cable type, conduit, minimum burial depth, and GFCI protection, and those requirements are exactly what a permit and inspection confirm. A damaged underground cable is never a splice-it-and-backfill job.

The sequence that keeps a weekend project boring

Outline the dig area in white first, then contact 811 a few business days before you start, by phone or through your state center's website. Wait out the notice period and confirm every notified operator has responded before the shovel comes out. Photograph the marks. Then work the private side: think through what you or a previous owner may have buried that no utility is coming to mark, and get a private locator involved if the answer is unclear. Inside the tolerance zone, hand tools only.

The redbud went in fine. What stuck with me wasn't the marks — it was realizing that the two things most likely to be in the way of a homeowner's shovel are the utility's lateral, which the free call finds, and somebody's old run to a shed, which it doesn't. Knowing which is which before you start is the entire skill.
