The Clear Space Your Breaker Panel Is Supposed to Have

The first real project I did in our garage was shelving. Deep shelves, floor to ceiling, running the whole length of the wall where there was finally room for paint cans and camping gear and the bin of tangled holiday lights. It took a weekend, it cost about ninety dollars, and I was pleased with myself for weeks. Then an electrician came out the following spring to add a circuit for a freezer, stood in the doorway, and said something I hadn't considered even once while I was cutting plywood: he couldn't get to the panel. My beautiful shelves had eaten the one piece of floor in that garage that isn't really mine to fill.

Thirty inches wide, three feet deep, six and a half feet tall

Your breaker panel is entitled to an envelope of empty air in front of it, and the National Electrical Code (NFPA 70) spells out the dimensions in Section 110.26. For ordinary residential equipment at 150 volts or less to ground, the depth is three feet measured straight out from the face of the panel. The width is thirty inches, or the width of the equipment itself if that happens to be wider. The height runs from the floor up to six and a half feet, which in practice means the whole column of space a person occupies while standing in front of the box.

One detail that trips people up: the thirty-inch width doesn't have to be centered on the panel. If your box sits close to a corner, you can slide that thirty-inch envelope to whichever side gives you a clear run, so long as the full width is genuinely unobstructed. What you can't do is split the difference — fifteen inches of clearance on either side of a wall of shelving doesn't add up to thirty.

The room is for the person, not the equipment

It helps to understand what the space is actually protecting, because it isn't the panel. Breakers don't need elbow room to function. The clearance exists so that whoever opens that cover has somewhere to stand, somewhere to put their hands, and — the part nobody says out loud — somewhere to go backward in a hurry. Work inside a live panel goes wrong occasionally, and when it does, the reaction is instinctive and fast. Three feet of floor is the difference between stepping back and hitting something behind you.

That framing also explains why the code doesn't grade the requirement on effort. It isn't satisfied by clearance that's achievable if you move a few things first. The space has to be clear when the cover comes off, whether that's a scheduled service call or two in the morning during a storm.

The rule that catches homeowners: it can't be storage

This is where nearly everyone, including me, gets it wrong. The clear space isn't a suggested approach path — it's floor that stays empty. Federal workplace regulation puts it about as plainly as regulation ever manages. In OSHA's electrical standard for general industry, the same thirty-inch width appears — 29 CFR 1910.303(g) requires that "the width of working space in front of the electric equipment shall be the width of the equipment or 762 mm (30 in.), whichever is greater" — followed by the line worth taping inside your garage door: "Working space required by this standard may not be used for storage." OSHA's rules govern workplaces rather than houses, and it's the NEC that applies to your home, but the two are saying the identical thing about the same piece of floor.

Not the recycling bins, not the folded stroller, not the bag of potting soil you'll deal with in April. Storage in that space is exactly what accumulates, because it's usually the least attractive corner of a basement or garage and it's the natural place to set things down.

The door has to swing all the way open

A second requirement rides along with the clearance and gets overlooked because it seems trivial: the door or hinged cover on the equipment has to be able to open at least ninety degrees. Panels get installed behind a swinging door, or a coat hook gets mounted just past the hinge side, or a chest freezer ends up positioned so the panel door stops at sixty degrees and rests against it. The panel looks completely accessible from across the room. It just can't actually be worked on.

The column of space above the box

There's a separate reservation the code makes that has nothing to do with where you stand. Directly above the panel — the footprint of the equipment, extending six feet up or to the structural ceiling, whichever comes first — is dedicated equipment space, and it belongs to electrical work only. No plumbing, no ductwork, no anything foreign passing through. The logic is straightforward: a water line running above a panel is a water line that can eventually drip into it, and a duct in that space is in the way of the conduit somebody will need to run someday.

Good to Know The working space in front of equipment and the dedicated space above it are two separate requirements in Article 110 of the National Electrical Code, and a panel can satisfy one while violating the other. A perfectly clear three feet of floor doesn't excuse a copper supply line crossing eight inches above the box.

Places a panel isn't permitted at all

Clearance assumes the panel is somewhere it's allowed to be, and a few locations are off the list outright. The code keeps overcurrent devices away from easily ignitible material — a clothes closet being the example it names — and prohibits them in bathrooms and in showering facilities, and it doesn't allow them over the steps of a stairway. If you've lived in older housing you've almost certainly seen a panel in a bedroom closet or on a stairway wall, because those installations predate the current rules and generally get left alone until something else forces the issue. It's still worth recognizing, particularly if you're looking at a house rather than living in one.

Measuring yours without touching anything

All of this is checkable with a tape measure and no tools, and none of it requires opening the panel. Leave the cover on. Measure three feet straight out from the face of the box and see what's sitting in that footprint. Measure thirty inches across, sliding the window left or right if the panel is near a corner, and confirm the full width is clear floor to head height. Swing the panel door and see whether it reaches a right angle without contacting anything. Then look up at the space directly over the box for pipes or ducts crossing through. Photograph what you find, because a clear photo saves explanation later.

Blocked and badly placed are different problems

Once you know what's wrong, the fix splits cleanly in two. A blocked panel is a Saturday and a hand truck — move the shelving, relocate the storage, reposition the freezer, take the coat hook off the wall. That's ordinary homeowner work with no electrical risk in it, and it's the most common version of the problem by a wide margin. A misplaced panel is the other category: a box in a closet, a box on a stairway wall, a box with plumbing crossing above it, a box in a spot where thirty inches of width simply doesn't exist. Those come with real cost and usually a permit, and relocating a panel means the service conductors get handled, which is not remotely a homeowner job.

The Saturday version of this

Go stand in front of your panel and be honest about the floor. Then clear it, and keep it clear — not tidied, empty, including the corner of it you've been using for the shop vac. Mark the outline on the floor with tape if that's what it takes to keep the space from refilling, because it will refill. This is one of the few genuinely meaningful electrical improvements you can make to a house in an afternoon with no skill and no risk, and the value of it shows up on the one day you actually need to reach that box quickly.

Call a Pro Measuring clearance and moving your own belongings out of it is homeowner territory. Everything past that isn't. Call a licensed electrician if your panel is in a closet, in a bathroom, above stairway steps, or in a spot where thirty inches of width can't be found; if plumbing or ductwork crosses the space directly above it; or if the box needs to be relocated for any reason. Have them pull the permit — moving a panel means working on the service conductors, and that's their trade, not a weekend project.
